The meeting which held on Thursday March 20, 2025 at the secretariat of MAN in Benin City aimed to strengthen investment partnerships and address critical concerns raised by local manufacturers.
The investment promotion team led by Hon. Amen Odigie, Managing Director of ESIPO, included representatives from the Ministry of Environment and Sustainability and the Ministry of Business, Trade, and Cooperatives, highlighting the government’s comprehensive approach to fostering a conducive business climate.

Hon Odigie while responding to the issues raised acknowledged the concerns, particularly issues with consultants collecting taxes and instances of unauthorized revenue collection. He reiterated the commitment of the current administration to reform, including plans for tax harmonization and the implementation of a tax credit scheme, which he said would be escalated.
According to him, “We acknowledge the issues with consultants collecting taxes and illegal collection activities how it affects busineses. We are committed to addressing these concerns. This government is serious in addressing issues as they affect the business community. That is why we are here to listen to your concerns and together proffer solutions”
Key discussions centered on the challenges faced by manufacturers, particularly regarding tax transparency and unexpected levies.
Manufacturers expressed frustration over inflated fees, unplanned taxes, and the lack of stakeholder participation in policy-making. They called for the publication of all legitimate taxes and levies, and the establishment of a transparent and predictable tax regime.
According to the chairman, Manufacturers Association of Nigeria Edo Delta Chapter, Mr. Ehizogie Osadolor, “Manufacturers are organised body. They usually budget at the beginning of the year but when faced with unexpected taxes and levies, is very disturbing” emphasizing the need for clarity and predictability.
Positive aspects of the business environment were also discussed, including improvements in land acquisition processes for land agricultural investments, the government’s efforts in facilitating access to credit for Micro, Small, and Medium Enterprises (MSMEs) through finance institutions like the Bank of Industry, although manufacturers noted that loan requirements remain stringent.
